Welcome Message from Chief Nicholas J. Costello

Greetings! It is my pleasure to welcome you to the website of the Frostburg City Police Department. 

I hope you enjoy viewing our website. It includes information about our department and activities, including press releases and monthly reports, police employment opportunities, police policies and procedures, and answers to some frequently asked questions. We also enjoy sharing photos of some of our daily activities and favorite events. 

Frostburg is a community that cares. With a rich history, a vibrant business community, beautiful parks and recreational areas, well-maintained streets and sidewalks, a great aesthetic, great educational institutions, and high levels of prompt city services, Frostburg is known for a high quality of life. We are proud to play a role in helping to keep Frostburg safe, welcoming, clean, and comfortable for all.

Good municipal policing is holistic, and that is the type of full-service policing we provide. It’s not only about law enforcement, though that is obviously an important part of what we do:

• It’s about crime control through prevention and problem-solving.
• It’s about keeping traffic flowing smoothly and safely while people are going to work and school.
• It’s about forming good relationships with our community.
• It’s about enhancing traffic safety and reducing crime by being visible and quickly available.
• It’s about helping our businesses and neighborhoods with parking problems.
• It’s about educating the public on matters of community concern. 
• It’s about being good role models, coaches, and mentors for youths.
• It’s about helping those in need, such as the motorist with a broken down car or someone who has just been in a motor vehicle crash and has no idea what to do.
• It’s about being a part of the community and helping to make the lives of others better and easier.  

As a lifelong resident of the City of Frostburg, I am so proud of this community and to be a part of it. I am so proud to be a part of such an amazing police department, with professional, high-quality officers. When you find yourself in our City, I hope you find some time to chat with our officers and communications staff. Police Department

Nicholas J. Costello is a lifelong citizen of the City of Frostburg and a career police officer of the Frostburg City Police Department, where he serves as the Chief of Police. He has served as a patrol officer, police supervisor, detective, and police administrator. He is an attorney licensed to practice law in Maryland and holds a juris doctor degree and a master's degree in criminal justice.
