I am so proud of the fantastic work our police officers and PCOs do each and every day. Frostburg is a wonderful community, with a high level of safety and quality of life. However, every community has crime. That's part of the human condition. Our officers are out there every day, working hard to maintain a high quality of life in our City. February 19, 2022
Child Neglect – 02/03/2022
On February 3, 2022, FPD Officers served a criminal summons on a 31-year-old Frostburg woman for child neglect. On January 18, 2022, FPD Officers responded to a check on well-being of children locked out of their residence. Upon assisting the children, officers found an infant inside unattended and uncared for, and poor living conditions, including human feces in the kitchen. Officers found two adults inside who were lethargic and in possession of suspected heroin or similar paraphernalia. Officers notified Child Protective Service. The children were removed from the residence. Police obtained criminal charges against the woman, who was the mother of the children. She was charged with thee (3) counts of child neglect, and one (1) count of controlled dangerous substance possession. Her name is withheld to protect the identities of the child victims.
Felony Domestic Assault – 02/05/2022
On February 5, 2022, Officers served an arrest warrant on Justin Tyler Andrews, 33, of Frostburg, following an investigation by Frostburg City Police Officers into an alleged domestic assault in a hotel room involving Andrews choking his girlfriend. Officers observed consistent injuries and supporting evidence and obtained an arrest warrant for Andrews. Andrews was charged with first-degree assault, second-degree assault, and reckless endangerment. Andrews was held at the Allegany County Detention Center in lieu of $25,000 bond.
DWI/DUI – 02/05/2022
On February 5, 2022, at 12:02 a.m., an FPD officer on patrol conducted a traffic stop after discovering a motorist speeding and crossing over the roadway lines. The officer detected signs of impairment by alcohol and performed field sobriety tests. The officer discovered the 31-year-old female motorist to be impaired and placed her under arrest. Following DWI/DUI processing, the driver was charged with Driving while Impaired, Driving Under the Influence, Failure to Drive on the Right Half of Roadway, and Speeding.
Warrant Service for ACSO – 02/05/2022
On February 5, 2022, at 10:58 p.m., FPD Officers responded to a request for a check on well-being request. While at the scene, officers discovered one of the persons there, Melissa Gail Weslow, 35, of Frostburg, was wanted on an arrest warrant for theft $100 - $1500 value from an Allegany County Sheriff’s Office case. FPD Officers placed Weslow under arrest and transported her to the District Court Commissioner, where she was released on recognizance pending trial.
CDS – 02/11/2022
On February 11, 2022, at 12:54 a.m., an FPD officer was making a patrol check of the Frostburg Dog Park when he observed a running vehicle with two people in it, one standing outside of it, and the driver’s seat empty. The park was closed, as it was after dark and after midnight. As the officer spoke with the individuals, he became more suspicious and observed furtive movements. After conducting a patdown of one of the individuals, Dale Franklin Wright II, 48, of Cumberland, Wright removed his wallet to show the officer it was not a weapon. In doing so, a suspected “crack pipe” fell out of Wright’s pocket. The officer recognized the glass pipe as the type used to smoke crack cocaine, and it exhibited suspected crack cocaine residue. Wright was placed under arrest. He was searched, along with the individuals there and the vehicle; however, no additional controlled dangerous substance items were located at this time. Wright was charged with possession of controlled dangerous substance paraphernalia and released pending trial.

Domestic Assault Arrest – 02/18/2022
On February 18, 2022, at 12:12 a.m., FPD officers responded to a domestic disturbance on Taylor Street. Upon investigating at the scene, officers learned that Adam Marino McDuffie, 31, of Frostburg, hit his boyfriend in the face several times during an argument. Officers observed consistent injuries to the victim’s face and placed McDuffie under arrest. McDuffie had been arrested by FPD officers for a domestic assault against the same victim on January 11, 2022. His pre-trial release conditions prohibited him from contacting the victim. McDuffie was charged with second-degree assault and two (2) counts of violating pre-trial release conditions. After arresting and processing McDuffie, FPD officers transported him to the Allegany County Detention Center Booking, where, after an initial appearance before a District Court Commissioner, he was ordered held without bond.
Other Serious Traffic Violations
02/04/2022 – Driving on Suspended. Located on traffic stop on East Main Street. The motorist was cited for the violations, pending trial in District Court.
02/05/2022 – Unregistered, Uninsured Dirtbike was driving the wrong way on Center Street. Police stopped the vehicle. The motorist was cited for the violations, pending trial in District Court.
02/11/2022 – Uninsured and Expired Registration. While investigating a minor motor vehicle crash, police discovered on of the vehicles involved was uninsured and had expired registration plates. The motorist was cited for the violations, pending trial in District Court.
