Frostburg CSO Elimination Project

Phase IX-D Center Extended

Contract NO.: 2024-CSO-02

Separate sealed bids for the construction of Contract No. 2024-CSO-02 which involves the installation of storm and sanitary sewers in the vicinity of Center Street will be received by the Mayor and City Council at the Frostburg Municipal Center, located at 37 Broadway, 2nd floor, Public Works Dept., Frostburg, Maryland, until 2:00 p.m., local time, September 10, 2024. Each timely bid will then be opened and publicly read aloud at 2:00 p.m., local time, September 10, 2024, in the Frostburg Municipal Center Conference Room. The work consists of the following:  separation of the existing combined sewer system, grading, paving, installation of storm drain system, installation of sanitary drain system, installation of new waterline, renewal of existing sanitary, storm and water connections, lining of sanitary pipe and manholes, and the installation of concrete sidewalk and curbing, seeding and mulching, and other miscellaneous work. 

Digital copies of the CONTRACT DOCUMENTS in PDF format may be obtained from the Engineer, SPECS, Inc. A link for digital download will be provided to contractors who register with the Engineer. Only those contractors who register and have obtained files from SPECS will be allowed to submit a bid. 

This project is funded with federal Community Development Block Grant funds and is subject to federal Labor Standards which includes Davis-Bacon wage rates, BABA requirements, and Section 3 requirements. Minority and women owned businesses are encouraged to apply. Federal Section 3 hiring requirements apply to this project and Section 3 Business Concerns are encouraged to submit proposals.

MBE/DBE REQUIREMENTS 

Each bidder must fully comply with the Minority Business Enterprises/Disadvantaged Business Enterprises (MBE/DBE), and Affirmative Action requirements as identified in the contract documents. The Bidder agrees to make “positive efforts” to subcontract a portion of the total value of the contract to MBE/DBE respectively. This shall be done in compliance with the six (6) good faith efforts as outlined in 40 CFR 33.301. Failure to demonstrate positive efforts to do so will lead to rejection of bids. For the purpose of this program, the term “subcontract” includes all construction, equipment, services and supplies contracted for by the bidder in the execution of the work under this contract. 

WAGE RATES 

This project requires the Contractor to follow Published Wage Rates as explained in the Contract Documents. 

Each bid must be submitted on the bid forms in the Contract Proposal Book, and the entire Contract Proposal Book enclosed in a sealed envelope addressed to the City of Frostburg and clearly marked: 

“BID FOR” – Frostburg CSO Elimination Project Phase IX-D Center Extended 

on the outside of the envelope and accompanied by a Bid Bond in the amount of five (5) percent of the total bid and a completed Affidavit. The successful bidder will be required to be bonded to the Mayor and Council to the sum of one hundred (100) percent of the amount of the proposal. Bids will be held for 90 days after the bid due date.

All materials are to be furnished and installed by the Contractor unless stated otherwise in the contract documents. This project is a cost group letter class D. Contractor must comply with Executive Order 11246. 

A “Pre-Bidding Session” for the purpose of answering or obtaining answers to questions of parties interested in constructing the work relative to Right-of-Way, Utilities, Design, and Construction Details will be conducted at 10:00 a.m. on August 27, 2024 at the Frostburg Municipal Center, located at 37 Broadway, Frostburg, Maryland 21532. Virtual attendance can be arranged if requested. Attendance is not required, but strongly encouraged.

The Mayor and City Council reserve the right to reject any or all proposals and to waive informalities as the interest of the City may require.
