Long Term Rentals
The City of Frostburg’s Rental Housing Code requires that all rental dwelling units be licensed with the City if the unit is not occupied by the property owner as a primary residence. This includes dwelling units occupied by family members of the owner, who are not listed on the deed as an owner of record, if the owner is not also in residence. The Rental Housing Code also dictates that licensed rentals be subject to periodic property inspections.
Owner's Agents
All rental property owners who do not reside within a 25-mile radius of the City of Frostburg must designate an Owner’s Agent who is at least 25 years of age and lives within the 25-mile radius of Frostburg. An Owner’s Agent must be familiar with the City's Rental Housing Code and the Property Maintenance Code and will be certified on an annual basis.
Inspections
All licensed rental properties are subject to an inspection every three years. Please refer to the Inspection Checklist Key to ensure that your property is up to code. Property owners may choose one of the following third-party inspectors to conduct inspections:

Lead Poisoning Prevention Program
All rental properties built prior to 1978 must comply with the State of Maryland’s Lead Poisoning Prevention Program. For requirements and questions regarding buildings constructed prior to 1978 and Maryland's Lead Poisoning Prevention Program, please visit the MDE's website.
